Question about factory panels

Hi, I just ordered a new rear bumper for my 99 stepside truck. I'm going to paint it myself, but it came with a glossy black "paint-like" coating on it (complete with nicks and scratches). Can I prime directly over the black stuff...or should I sand it down first...or should I just sand it down to bare metal before priming? Thank you.

sand it down....remove defects....if you break through to bare metal then you should spray epoxy on it....if you do a good job prepping and spraying then you can color directly on top of the epoxy with no further prep although you will want to let it flash
