Hey guys. Just picked up a one owner 96 s10 for $700. Has a CEL on for EVAP system. Wondering if there is some free software I can use to connect my laptop to the OBDII connector to permanently disable some codes in the PCM? Any help is appreciated.

It will if you disable the code by reprogramming the PCM. All they do is plug into the OBDII port to see if any codes are active here. If you disable the code in PCM, it can never become active, passing emission test.

I've done it with Subaru's and BMW's in the past no problem. Computer software for Subaru's and BMW's are easily obtained online for free. I just can't find anything for GM's which is why I'm asking here.

The only way you can disable the evap code is with a tuning programmer like HP Tuners.
Problem is it will cost you more to do that than it will to fix the problem which is either a leaky hose or a vent valve not closing.
What code are you getting?
There is a new open source tuning program (Ls Droid) but I'm pretty sure it's for 01-02 0411 PCM's or 03-04 P-59's. Don't think it'll work on a older "black box" PCM like the 96-00 has.

I am getting code P0442. I just replaced the gas cap as a first thing to try. Cleared the code with my scanner and am waiting for the EVAP readiness monitor to finish its cycle. That way I'll know if the CEL comes back on or not.

I will look into HP Tuners and LSDROID too.

Have you played with LS Droid at all. I went on their website to get some idea of how it was developing and got the impression it's written for IT guys who own an LS engine. There were discussions about how to do things that felt way over my head. Meant for folks who write code for a living or hobby.
HP Tuners appears to be meant for gear heads who need to deal with computers. They have have glossed over the finished products so that the average guy can turn something on and off w/o needing to know how to write software.
Or am I just that PC illiterate? I've built desktops and installed all the OS and drivers needed for it to work properly, but have no idea how that software is created.
I have the gut feeling that by the time they have it simplified enough for average Joe to use the computers it applies to will be too old for anyone to care. They're already 20 years old.

Out of curiosity, do you by chance know how small of a leak can set a p0456 - EVAP very small leak? Would be interesting to know. Comparatively a p0442 would be like a tire blowing out and a p0456 would be a small pinhole leak in a tire. P0456 codes are near impossible to trace down
