I have a 2000 s10 4x4 the previous owner had work done on it at shop. the shop changed a wheel bearing on the front drivers side wheel. the three bolt that hold the... i don't know if it is the hub, to the wheel flange or what it is called. the bolts fix the part all the steering linkage stuff attaches to, to the part that the rotor, caliper, studs, cv axle all attach to. those three bolts are loose, what is the torque spec on those? do I need loctite?

First off, if you are positive that they may have "overlooked" this crucial issue, have you contacted the shop that did the work to see if they are willing to correct the issue? If the bolts were properly torqued, they shouldn't be loose. If the shop can't/ won't address the problem, I'd be looking for another place to take the truck. Meanwhile, IIRC, the torque spec. for the front hub bolts is 103 ft. pounds, and I don't recall that Locktite is required. You can also go to the 'Wheels, Tires & Brakes' section of the forum & use the search function for wheel hub torque specs.

I have not called the shop being I thought I would just tighten it up and go, but being that they were loose it messed up the rotor on that wheel, the work was also done like a year ago, but the truck was only drove 600 miles... ill call them, but ill probably wind up having to fix it my self.
