Okay, so what are these things? yeah one of them had a whole in the mount from rust, and the other one was sitting in there loosely so I easily pulled it out. Is this considered part of the frame?

From a Pennsylvania Inspection standpoint, if this is considered part of the frame am I gonna be in trouble? The rest of the truck frame isn’t bad at all by any means but this thinner mount is basically shot.

I assume they are the in case the leaf springs bottom out.

Those are upper suspension stops. A lot of people that lower trucks cut them off for more clearance.

Typical frame in the salt belt. 20 years of a daily coating of mixed salt water and snow or slush takes it's toll. The PA annual inspection could just condemn the whole truck. They're pickier about rust there than almost any other state. The law actually says, "The chassis must be in perfect condition."
