yes. but, scuff up the gasket contact area. otherwise its likely to leak.

sand paper would be better. or an angle grinder with a flap disc will make quick work of it. but be carefull, all you want is a scuff. so the surface is not glass smooth.

if your pan is flat ( the deep pans have a step in them, and are a little taller) , then yes. look in the pan when you take it down. if you have nothing more than graphite(sp?) on the magnet, then you don't even need to change the filter. put in 4 qts, start it up and check the level.
