My truck is a 1989 S10 Tahoe standard cab longbed with a 4.3/700r4. I'm contemplating in just lowering just the rear to make my S10 look level. If I read a post right, I should measure the front the and the back. Example: front is 28.25" at center of wheel to the fender arch and the rear is 30.25" from center of wheel to the wheel arch. This would give me a 2" drop in the back to make the truck look level using a 2" lowering block. Would that be correct? I would be running stock 14" rims with 215/70r14's.

2" block is a great choice.
I actually did 3" on my 89 longed but I had 19" wheels on the rear and 18s up front

I use body lines rather than fender arches if truly level is what I'm after. Usually, though, I use wheel arche measurements to make it more aesthetically pleasing, trying to make the space/gap around the tire as close to equal as I can.
