It's the TCC (torque convertor clutch) pigtail. AKA lock-up. unplugging it disables lock-up (TCC)
Yes it plugs into the connector you pointed out. It's highly likely to have crap in it, if it has been unplugged for a while. I can only think of three reasons someone might unplug it.
1) It has TCC shudder
2) lock up with 2nd gear. (usually a bad TCC solenoid)
3) the transmission was built with a hydraulic lock-up(89-92 Valve-bodies don't have the required TCC shift valve. GM made TCC fully electrical for 89 model year and newer.)
W/O TCC you can burn the transmission up with a long hot hi-way drive.
How many shifts does it make 3? or 4?
it should shift under light throttle pressure.
1-2 12-18 mph
2-3 22-30 mph
3-4 35-40 mph
TCC around 45mph maybe sooner.
Under light throttle at 45mph, you should feel it release with a brake peddle tap (just enough to turn on the brake lights). then when you let up you should feel it re-engage. if you have a tach it should be a 200-300 rise and fall in rpm.
