Hey,
here's the deal with smoothy bumpers bro. All it takes to do this mod is to tack weld the bolts on the backside to the bumper then grind down the bolt on the outter skin. Smooth with filler, prime, paint and you're done. They also make fiberglass bumper covers too which are held in place by 2 sided tape.

i got mine from stylin concepts and it has the bolts welded to the inside of the bumper. it is easy to do yourself if you have a welder and grinder.
