Howdy all.. I'm sure it's been asked, but what is the best bang-for-the-buck universal cold air kit to buy? I know I'll have to modify it. Maybe use the factory plastic tbi horn from an Astro or something? Mine is an '87, stock 2.8 but plan to upgrade to a 4.3 tbi. Would like some ideas and pics of your setups, thank you!

I would grab everything off of the 4.3L and see if you can adapt it to the older truck.

Welcome to the forum.
Why are you wanting a CAI? In reality they don't do much good and if not properly set up to only draw air from outside the engine compartment they can actually hurt performance. Since you are planning to do an engine swap, wait until then to spend the time and money to do it right.
Also why swap to a 4.3? You are going to have to change a lot to run the 90° V6 since your current engine is 60°. Why not run a 90° V8?
Cooling system, exhaust, motor mounts, transmission all need to be changed. JS
