I have a similar problem, but no solution yet. When my headlights are on my passenger side tail light is extremely dim, almost not working and the turn signal blinks fast. If I find a fix, I will let you know...

I finally fixed my problem. The ground wires for the bulbs in the tail light are all tied to a termination block which is grounded to the frame. On my passenger side tail light, the wire from the termination block to the frame was broke, so I replaced it and it works fine now. To view the termination block, just lay down under the rear bumper and look above the tail pipe (passenger side on my pickup, '98). Good luck.
