Are my torsion bars adjusted incorrectly?

1999 S10 ZR2

Im replacing my bushings and ball joints. When i was taking the torsion bar adjuster bolt out of the crossmember it seemed like it was screwed in much farther than it should be with only about four threads exposed between the head and the threaded hole (see pictures). Ive never touched them before but ive heard of people doing this to gain an extra inch or so lift out of the front and im wondering if a previous owner did that.

I reconstructed my 93 Silverado 4x4 front suspension. might you at any point put a suspension bar in reverse? placing the keys in where it sits in the cross part, don't for a moment even need the device. in any case, when take truck off jacks, its resembles the guard is scratching the ground. So turn the keys down 1/sixth (hex) they point down and utilizing the apparatus , I was unable to get the way to move beyond the opening for the twist bolt u molded thing, really squashed the highest point of the cross part, before I surrendered.
