I have to remove the NV 233C to replace the input seal and plan to replace any other parts that appear to be worn. The bearings should be easy to inspect but can a worn chain be determined by the amount of free travel in the output shaft for the front axles? How is chain wear determined and what are the tolerances allowed? I tried the search but found nothing that answered these questions and any input will be greatly appreciated.

The transfer case section of the FSM will answer your questions correctly and in better detail than we can provide on a forum.

The chain droop should be 1/2"-3/4" when the rear cover is removed. Unless you have some special tool for servicing the TFC. You may have a hard time replacing all bearings in the bearing kit. I get my parts from wittrans.com.
oldeerslayer is correct, you'll get the best infor from a factory service manual. There really isn't much info out there for rebuilding TFC's.
