I know that the water pump is a reverse running due to the serpentine belt. Is it normal for the fan to blow air out through the radiator to the grill instead of pulling air in from the grill?

Easy way to remember:

Examine fan shape and rotation direction.

It should be rotating so that the leading edge slices then pulls air across and past the fan blade, shoving it back towards engine.
Just as your razor blade edge shaves your whiskers and the hair goes over blade through to back of razor.

Not routed right, or wrong fan. I don't know that you can put the belt on wrong...but I cannot say for sure.

I haven't had them side by side, but I think you could bolt an old 82-86 blade set to an 87 on water pump. I looked on Rock Auto and the mount points for the clutches appear to be the same. The direction of the fan also dictates the clutch required. Both of them are likely the wrong one.

The pump pulley needs to be driven by the flat side of the belt .If the grooved side is on the pulley it is routed wrong.
