Make sure you have your relay grounded to a non-painted metal surface. Ideally you'll want it grounded to the negative battery posts.
If you aren't using the relay, that's probably why you're blowing fuses. I'm sure those bulbs draw quite a bit more than your factory halogen bulbs.

Have you checked your wiring to make sure your connections are secure and it's grounded properly?
Also have you tried switching the bulbs from one side to the other to confirm it's not just the bulbs?
