1988 2.8 starting issues

I am trying to purchase a low mileage 88 extended cab 4x4. It has had the fuel pump replaced, IAC replaced, TBI replaced, and the distributor module.

The truck will start and run fine. Turn it off and the only way to get it to restart is to unplug the fuel pump relay, plug it back in and it starts right up.

I am stumped and I don't want to purchase a problem.

Can you hear the fuel pump priming before you disconnect the relay?

Could be the relay sticking or bad connector or bad relay.
