trying to decide exhaust options

i have a 99 s10 2.2l single cab and desperately need a exhaust to pass inspection in DE. i looked on the ebay and the have a

thorley cat back single pipe system for 180ish( http://cgi.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&item=180401232527&ssPageNam e=STRK:MEWAX:IT)

and a stock cat back for about 60 with reserve not met ( http://cgi.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&item=110428864461&ssPageNam e=STRK:MEWAX:IT)

now i need to pass inspection with the exhaust i get but i dont want a quiet truck. so im just asking for advice on what to do or any other options u guys have would be appreciated.
