White hard specs, and plastic

I suspect it to be paint overspray, but they're stubborn as hell! Would the clay bar work on it to take off little white drops of paint? It's an eyesore on a black truck...

Also, I want to shine up the black plastic in the engine compartment. Does anybody recommend anything for this?
I have a 2000 4.3. Thanks in advance!

Yes, claybar will remove the paint overspray. Just remember to claybar it while the truck is clean and make sure theres soap on there. Best way is to wash the truck, make sure its clean, then wash it again, washing a panel making it soapy and claybaring that part. Also, for the plastic under the engine compartment, you can use tire dressing. It works awesome. Just put some on a rag and wipe it onto the plastic. Hope this helps you out.
