turtle wax polishing compound

is this stuff goof for getting scratches out of paint also doing it by hand btw

You're most likely not going to get a scratch out by hand. You can hide it/cover it, but after the product wears/washes down, you'll see the scratch again. Try Meguiars ScratchX. I have had some luck with it by hand.

If you can feel the scratch with your finger nail, then it will need to be touched up. Take it to a reputable detailer to see if it can be wet sanded and buffed to reduce the visibility of it.

also make sure the people who do it are reputable don't take it to someone who says they can get it done cheap and easy .. it's really easy to f*** up a paint job with a buff if you don't pay attention.

Had some good luck with Meguiars too, Ardex works really good, but its hard to find.

You can do that, but you'll need more than your hand to polish it out. Random orbital machine at least, if not a rotary to remove the wetsanding marks.
Are they deep? can you feel them w/your fingernail?
