removing rust

i have some thickly rusted cragar rims
any suggestions on how to remove it i tried water sanding w/ 60 grit

the rust isnt in the wheel its inside where the tire covers it and its covered w/ rust but granted i did use one of those walmart sanding blocks that couldve been part of the problem as well

I've never tried chrome personally, but I've never heard of anybody having problems either. I was under the impression that the rust problem was on the chrome anyways, until you described otherwise.
