plastic lower valance cleaning help please!

In the past 2 years I've had it the lower valance has got something on it that is turning it like white and hazy. I don’t know what it is and I talked to auto store and tried some wax remover stuff but it didn't make a difference. Anyone know what it is or how to clean it off? Any help would be great. thanks

i had this stuff called GS27. it was seen on tv at first, then wal-mart started selling it. it would take off anything and everything from paint on paint to getting rid of minor scratches. see if you can track that down
