Cleaning my dash

My dash looks really crappy like the sun has gotten to it over time and it has areas where its black, but I dunno if its dirt or what. Is there a strong chemical I can use on it to make it look new again?

simple green concentrated works wonders but be carefull not to scrub to hard because it will take the color off
