can you clean rust off chrom exhaust tips?

It depends how bad it is. Generally a good metal polish (not abrasive) will clean the rust up. I'd personally recommend Adam's Polishes #1 to clean #2 to maintain @ www.adamspolishes.com

Problem with getting rust on chrome, is it will usually resurface and you will be in a constant battle depending on how bad it is to start with. Get it cleaned up, apply a good sealant/polish as mentioned above, and it shouldn't be too bad.

You could always get the tips re-chromed or get stainless tips, but I'm sure that's obvious and not to mention more costly.
