low voltage, alt or voltage regulator?

well the on going voltage problems are now starting to get really bad...
my truck use to have 14.4 v on my little stinger volt gauge all the time, then it would go to like 13.8 but would usually go back to 14.4 after being warmed up or on the road for a few minutes. then i would start my truck and my voltage would be 15( idk if this is normal or not, it was in winter)
now last ngiht i started my truck and my voltage was 13.1.. WTF
