Horn not working

The horn on my 82 s10 is not working, the horn itself is functional when you touch the leads to the battery. Is this a common problem? Where should I look first?

im not sure id check the fuses and remove the center of the steering wheel and check the connections. press the horn and check the power to the horn when pressed to make sure you got power comming in.
