drl problem

i got a weird situation goin on with my drl lights. checked the fuse and its good. when i go to turn the key on the little green light in the instrument cluster lights up but once i start the truck it blinks real fast then goes off. the drl's do not work, but it seems like my headlights arent as bright as they should be. can barely see with the brights on lol. could this be a wiring issue somewhere near the headlights or something else? i looked at all the wires under the hood and nothing looks cut or redone so i have no idea whats goin on.

the truck in question is in my sig.
