So a while back I was living in another state going to school. I filled out my taxes as I always did and moved back to Ohio. Every now and then I get these notices about deliquent wage taxes and I discard them because it has been so long. I never knew anything about these taxes, as this was one of those things that you had to go out to look for yourself.

Does this state have any right to come into my state and take my wages, or penalize me? The last time I recieved something like this was for a regional Ohio tax and I sent in a copy of my license showing that I lived somewhere else. I know this is not a "government" company, but more of a contracted bill collector company. I don't plan on going back there ever to live. Maybe I'll drive through at most.

Actually, I work in a Accounting firm and I might be able to ask one of our 4 licensed CPA's this question tomorrow. I'll see what I can do.

Probably going to need to know the amount you made. And if you worked in one state, why did you put it on the other states taxes?

That would be a great help. I was an Ohio resident, but I rented in Pittsburgh. I was never a resident and I didn't work in Allegheny County. The form I recieved doesn't have a total. They want me to figure it out. I found out about this after I moved back.

I was a student and never changed anything over, besides a mailing address. If I wasn't going to recieve in state rates, I wasn't going to become a member of the state either.

If you didn't work in that state, you should be fine.

The line above is what sounds fishy to me though. Next time you get on, actually read it instead of throwing it away. Is it a company that wants you to pay them a fee to fix it for you or some other type of scam?

My buddy got a notice in the mail that his house was eligible for a property tax exemption of $7000, all he had to do was send this company $120 and they would file all the right paperwork and make it happen. He wasn't sure and had me look at what he got in the mail, had scam written all over the "notice". Ends up, you can go down to the assessor's office, fill out a form and file it for free.

I worked over there and I paid all of my state and federal taxes. This company is the "PA Municipal Service", they were the water and sewage collectors (I paid the water & sewage bills already). They are more so bill collectors than anything. I was a renter the entire time. This was a wage tax.

From the Pittsburgh Dept of Finance website:
Every employer with an office or place of business within the City of Pittsburgh must withhold the City Wage Tax at the rate of one percent (1%) from all non-residents of Pennsylvania who are employed within the City.

Maybe your employer didn't?.....

Where I worked was out of Pittsburgh, and they did collect the 1%. I rented in Pittsburgh, therefore I should not owe anything.

I don't think they can come over to Ohio to get any payment. I have called the place in the past and they are almost impossible to deal with over the phone.

Well, if you already had 1% withheld I'd say you're free and clear.

Do you have anything on a paycheck stub or something showing the 1% withheld?

I have many stubs, but I believe this is a seperate tax to "help" the schools. I think it is 1.5-4.

All I care about is making sure they aren't able to take from my paycheck over here.

You'd honestly have to call and ask, I don't know. I'm on the opposite coast from you.

It looks to me like it hinges on their definiton of "resident". If you can be just living there (and not a permanent resident) and still be a resident, I guess you owe the school tax too.

The following is a summary of the tax liabilities for both resident and non-resident employees who work both in and out of the City of Pittsburgh. For additional information, call 412-255-8822.
Employers with a location in the City of Pittsburgh MUST withhold earned income taxes for all City residents according to the following:

RESIDENTS OF PITTSBURGH
All resident employees are subject to a 1% earned income tax for the City of Pittsburgh AND a 2% School District of Pittsburgh Earned Income Tax. Combined total of 3% of gross wages.
MT OLIVER BOROUGH RESIDENTS
All residents of Mt. Oliver are subject to the School District of Pittsburgh Earned Income Tax at the rate of 2%. The Borough of Mt. Oliver levies and collects its own Earned Income Tax.
NON-RESIDENT OF THE CITY OF PITTSBURGH
A non-resident of the City of Pittsburgh is a person or entity domiciled in a Pennsylvania municipality other than the City of Pittsburgh and Mt. Oliver Boro for the entire tax year. A PGH-40 tax return must be filed in order to receive a refund for wage taxes erroneously sent to the City and School District of Pittsburgh. You must have the Non-Resident Exemption Certificate completed and signed by your local tax collector. If you were a resident of more than one municipality, a WTEX must be completed for EACH municipality. Contact our office at 412-255-2524 for additional forms.
OUT OF STATE RESIDENTS
If a person is domiciled in a state other than Pennsylvania or another country and works in the City of Pittsburgh, that person is subject to a City Earned Income Tax of 1%.
NON-RESIDENT EMPLOYERS
Any non-resident employer (employer outside of Pittsburgh, but within Pennsylvania) who employs residents of the City or Mt. Oliver Borough MUST withhold the School District of Pittsburgh Earned Income Tax at the rate of 2%. The employer, as a convenience to the employees, may also withhold the City of Pittsburgh Earned Income Tax at the rate of 1%. Combined total, City and School 3%.
IMPORTANT NOTICE
Employers who are liable for withholding $200.00 or more a month in City or School Earned Income Taxes from their employees MUST make monthly deposits of the tax withheld.
