1999 s10 extended cab LS with no power locks or windows.

pry the shroud away from the lock cyl a little. If you see a 3 wire harness with a yellow wire in it coming off the top of the cyl, you have passlock

pass lock has nothing to do with pw windows and locks .. and yeah all 97-up have it no big deal just dont tamper with your key or play with wires while the battery is hooked up

Is passlock only an issue with remote starters? I'm just installing an alarm so will I still need a module?

yes, you only need to deal with it if you are doing remote start
