4x4 problems 99 S10

ok well i replaced the actuater on the transfer case and no go my 4 wheel still will not go in. i push the button and the light change to 4 wheel the thing under the dash click but no go. but i have found a broken vacum hose by the master cylinder but have no clue on how it goes together there is a T in the lines and one comes from the transfer case and the other goes up under the fuse panel in the engine compartment any help would be great
