Shcokwave rebuilding

Hey jon... I think i might have a bad shockwave the one shock seems to move up an down freely even if i change the knob... is there anyway i can test them? how much to rebuild them? can i rebuild them? they were only on a truck for about 4000 miles... am i gonna have to have them rebuilt every 4000 miles?
any info wouls be great
