Sagging tire rack

Every time i unlatch the spare tire rack from the tailgate it drops about 1/2". Is this because i need new hinge pins?

Open it out fully and wiggle it to see if there's any play. If there is then that's your problem. Presuming the racks on these are the same as on a first gen, they just swing out.
