Read the sticky - Hatch won't open!!

First its a 01, 2dr, Blazer----Found the acess hole, push the arm all the way to the passenger side, Like it says to do in the manual, sticky thread!! Tryed pulling it out the 3 or 4 inches at the top. But I can't get the panel to budge!!!

Looking through the access hole, when I push the hatch buttom the acuator moves the arm, but doesn't open the hatch!!! Same as with the screwdriver method!!

Any other ideas that I can try!!!!!!!!
