No Accessories with key in accessorie position

Having issues with with accessories working. When starting it takes upwards of 10-20 minutes for the heater, wipers, dashlights and 4x4 to come on. Also noticed when turning the key to the accessory position the accessories do not work also.

So have I have replaced the ignition switch and BCM, at a loss right now any help would be great.

Is the column tilt? Older tilt models had an adjustment under the dash. These new ones may be the same way.

It is a 99 Blazer, with the tilt column
