Hood stuck, what can i do?!

I cannot get my hood open. 98 Jimmy
A while back the black plastic lever broke off so i've been pulling on the cord with some pliers to get my hood open.
Now that doesn't even work. Theres no tension on the cable.
How can I get my hood open to replace the cable?
