headlights are not working all the time

the headlights in the 00 jimmy have started this weird thing where they do not work all the time. the fog lights will work and every thing else seems fine. it hasn't been in the rain recently. the last time they went out was about 3 months ago. this time they have been out for two days then there were back on. has any one seen this issue?

I checked the fuses and can not find any lose wire.

by the way when I unplug the parking lights fuse the day time lights come on. I can't make them go to high beam but they come on. power to the relay?
