Blower housing crumbling

Friday, when driving back from Ocean City MD started to have low air flow from AC vents so figured evaporator was freezing up. Ran on vent for a while then air flow returned to normal. Temp was about 95 outside but, this had never happend before. Today when I started checking the AC system I got quite a surprise. I noticed tha some of the blower housing was missing in the evaporator area. As I looked further I saw cracking in the blower housing. If I touched the housing in this area parts of it just break off. It appears that the plastic is breaking down.
Two questions:
1. Has anyone ever seen this happen?
2. Anyone ever replace the whole blower housing? (cost and hours to do replacement)
