Exclamation any tbi experts ?

have just changed the idle air control valve on my 89 jimmy 4.3. Now it wont idle at less than 2500 rpm. The plunger ( or valve pintle ) was exactly 1 1/8 from the motor when installed. I changed the tbi to manifold gasket and with the tbi off i can see the valve is still about 1/2 inch from seating.
Is the valve supposed to "extend" to seat when running ? Is there any kind of removable seat on the throttle body that may have fallen off during servicing ?
It ran ok before with just an erratic idle and the old iac valve was visibly worn.
Any help would be extremely appreciated
