Hes talking about the angle relative the ground, and I already responded on C10F but Ill say it here as well since this forum is much more active.
In a typical link setup youll want the lower bars parallel to the ground, this will decrease the amount of rollsteer the truck will see. Rollsteer is when the rear axle changes its angle relative to the frame, and will actually steer the back end of the vehicle. This is helpful for some track cars but can be very dangerous for a truck on the highway. A small dip in the highway can send you into the next lane, and I can speak from experience on some trucks that Ive fixed, it is a real shitty feeling. It gets worse with SUVs since they are top heavy.
