what happens when egr valve goes bad?

either my cat stopped up or the muffler guts loosed up and stopped up the pipe, but the truck all of a sudden had no power and would barely go 10 mph, a hissing or exhaust leak sound starting coming from under the hood at the same instant. limped it home and gutted the cat and cut off the muffler. runs better now but am not sure if maybe it was the egr valve all along. this is on a 91 4.3 by the way. would it cause a intermittent problem like this?
