Name this part
Im trying to trace out an evap emissions leak and I came across a line that looked like it melted on the cat. I tied it back together but my light didn't go away. Looking again I was trying to trace it out and I pulled this down. What does it do and where does it go?

I assume it is some sort of vent valve. I saw one above the differential as well. I ran it back through next to the other lines and traced it out to the transmission. I'm guessing that has nothing to do with emissions.
