New 91 owner needing help

Hoping to get some help; I just bought a 91 S-10, 2wd, std cab, 5spd, 2.8L.

I have had it on jacks for a week replacing the fuel tank and the parking brake lines. Got it back down and it ran just like it did...

It has a high idle (near 2k rpm) but it sounded good. After a few minutes of running it will go down towards 1k rpm but still high for an idle.

The Issue:
My father was trying to fix the idle and instead the truck won't start anymore (he pulled a screw out of one of the vacuum ports by the tbi unit. Now that the screw is back in still wont start).
The electric fuel pump comes on but there is no fuel at the injectors or to the fuel filter. Tomor I'm pulling the fuel lines and checking for an obstruction.
Also when it was running we were looking at the injectors and the fuel was dribbling out not spraying when at an idle, we compared it to my fathers 94 chevy 350 1500 and it was a real fine spray at all times. We did notice at higher rpms the 2.8L would spray but not at idle.

So I was just hoping to get some thoughts on the issues from other people.

Do you have cruise control? Are the throttle blades shut all the way? Is the timing set correctly? (on my 93 you go under the dash on the passenger side and unplug a wire. I think it was brown... or maybe grey. You cant miss it, it's the only single wire with a plug smack in the middle. When you unplug it it will go into base timing mode.) I cant imagine a vacuum leak making it idle that high but check your vacuum lines. Good luck.

Well the starting issue was simple. The rubber line that goes to the sending unit was kinked. wire tie fixed that.
The shop that did my inspection tested a few things and thinks its the intake gasket. So I have a new fel-pro gasket and in the next few days will have that on.
Biggest issue I have right now is the hazards. I have replaced both the flashers (tridon #552) and they still do no work.
The turn signals themselves work.
When I push in the hazard's button they will just light up and that is all.
I was in the column the other day but don't believe I messed anything up
