Clutch pully issue problem????

Ok i drove my 1993 2.8 5 speed maybe 5-6 miles and all of a sudden it started running really jumpy. at idle it surges and skips but the engine sounds perfect it holds idle and pressure and temp. then i went a looked at the pulleys and around the alternator to the right (below) there is a pulley which is moving randomly off track. i shut it down immediately. i will get a better look at it tomorrow. but any suggestions on what it could be? could the pulley have sheared a bolt and come off slightly?
I NEED HELP I LOVE MY S-DIME!!!!!!!!!!!!!!!

the pulley jumps and moves. any body know what the pulley does?
