Iron Duke Question

I just recently purchased a 91 S10 with the 2.5L. It has been leaking oil from what appears to be some sort of cover on the passanger side of the block behind the intake. Can someone tell me what that cover is and how hard it is to get to so I can attempt to fix?

It is the lifter valley cover

What would make that come apart? Could they have tightened it too tight and cracked it and it just took this long to come apart? How hard is it to replace? From what I can tell, looks like you would have to take the intake completely off to even get to it.
